Terra and Frisbie Group paid $20.9 million for a Palm Beach Kennel Club site planned for a 400-unit apartment complex, marking the first phase of their redevelopment of the former dog track.
Coconut Grove-based Terra, led by David Martin, and Palm Beach-based Frisbie bought a 16-acre site at the kennel club at 1111 North Congress Avenue in unincorporated Palm Beach County, according to records and real estate database Vizzda. The site is north of Palm Beach International Airport.
Eric Swanson and Keith O’Donnell were part of the Avison Young team that represented the seller.
The development firms borrowed $16 million for the purchase from City National Bank of Florida, according to Vizzda records.
Terra and Frisbie have a total of 42 acres at the Palm Beach Kennel Club under contract for an undisclosed price and plan to redevelop it into Westgate Village. It will consist of 1,145 multifamily units and 120,000 square feet of retail and other commercial space, according to the Westgate/Belvedere Homes Community Redevelopment Agency’s June 9 agenda.
The project will be developed in three phases. The first 400-unit phase, for which Terra and Frisbie just purchased the land, is expected to be completed in 2028. The 340-unit second phase is expected to be completed in 2030, followed by the 405-unit third phase in 2032, the CRA’s agenda shows.
Westgate Village will include workforce housing, including about 20 percent of the units in the first phase.
The kennel club, which opened in 1932, ceased greyhound racing in 2020 due to a Florida ban on dog racing and still has a casino. Palm Beach Kennel Club will move into a facility on a lot immediately north of the northernmost lot of its property.
Frisbie, led by Rob Frisbie Jr. and Cody Crowell, and Terra also are partnering on the redevelopment of the 30-acre Boca Raton government campus at 201 West Palmetto Park Road. Their preliminary plan is for 912 residential units; 350,000 square feet of offices; a 150-key hotel; 77,000 square feet of retail; and 75,000 square feet of restaurants. They also plan a new city hall and community center, each about 30,000 square feet, as well as a new police substation.
This month, the Boca Raton City Council approved an interim master plan for the government center redevelopment.
