13th Floor, LeFrak and Related envision two-tower mixed-use project in Miami



13th Floor Investments, LeFrak Organization and Related Group want to build a mixed-use complex with 741 apartments near the Douglas Road Metrorail Station in Miami.

The joint venture is seeking to redevelop a 2.3-acre shuttered car dealership at 3650 Bird Road, according to a site plan pre-application submitted to Miami-Dade County. The project, designed by Coral Gables-based Corwill Architects, would be built in two phases, beginning with a 27-story tower with 393 apartments and 7,926 square feet of ground-floor retail. The second phase entails a 29-story high-rise with 393 apartments and 2,299 square feet of ground-floor retail. 

13th Floor, led by Arnaud Karsenti, and Related Group, led by Jorge, Jon Paul and Nicholas Pérez, are each based in Coconut Grove. New York-based LeFrak is led by Richard LeFrak. A spokesperson for 13th Floor, which is the lead partner, did not respond to a request for comment. 

Last month, the joint venture paid $35 million for the development site. The seller, Coral Gables-based Shoma Group, previously planned two 40-story towers with 741 apartments, a two-story food hall and ground-floor spaces for co-working, retail, a dog care center and an art gallery. 

The development site is near Link at Douglas, a mixed-use project being developed by 13th Floor and Miami-based Adler Group. Now in its second phase of construction, the planned four-tower project will ultimately have 1,603 apartments, 280,000 square feet of offices, and 68,000 square feet of retail.

Recently, 13th Floor cranked up its development pipeline. This month, the Miami City Commission rejected an appeal by a neighboring condo association that clears a path for 13th Floor and the Ardid family’s Key International to move forward with an 80-story condo tower in Miami’s Brickell neighborhood. 

The IconBrickell Tower II condo association unsuccessfully sought to overturn a decision by the Miami Historic and Environmental Preservation Board to remove a historic designation of an existing school building on the planned development site, which is immediately east of First Miami Presbyterian Church at 609 Brickell Avenue. 

Last month, 13th Floor and Midtown Equities teamed up with Cipriani with plans to develop Casa Cipriani, a 40-key hotel, private members club and 17-story, 23-unit luxury condo tower in Miami Beach.
