Eileen Higgins won Miami’s mayoral runoff Tuesday with 59% of the vote over Emilio Gonzalez, becoming the city’s first Democratic mayor in more than 30 years. Her victory capped a crowded race and she told supporters voters chose “competence over chaos.”
