Developers plan Live Local Act towers in Wynwood Norte, Overtown with nearly 800 units total



A pair of developers propose two separate Live Local Act projects in Miami with 791 units combined, continuing the flurry of applications under the state’s workforce housing law. 

In the Wynwood Norte neighborhood, Alexis Bogomolni’s ABH Developer Group wants to build the 36-story, 293-unit Wyn Park at 3311 and 3327 Northwest Second Avenue, 169 Northwest 33rd Street and 182 Northwest 34th Street, according to the developer’s filings to the city.

In Overtown, an entity tied to restaurateur Alan Omsky, co-founder of KYU restaurant, proposes a 55-story, 498-unit tower 1210 Northwest Second Avenue and 211 and 223 Northwest 12th Street, according to the developer’s filings. 

The Miami Urban Development Review Board will vote on each proposal at its meeting on Wednesday. 

Designed by Modis Architects, Wyn Park would rise atop a nine-story parking podium with commercial space, and would consist of studio and one- and two-bedroom apartments. It will have 117 apartments with below-market rate rents, in line with the Live Local Act’s requirement that at least 40 percent of a project’s units are for households earning no more than 120 percent of the area median income. 

Omsky’s Kobi Karp-designed tower would have 200 apartments at below-market rate rents, which also equates to 40 percent of the total units. It would consist of studios, one- and two-bedroom units, plus 200 micro-units spanning over 275 square feet each. The application doesn’t specify whether the micro-units will be the below-market rate rentals. The tower will rise atop a nine-story podium with exterior murals of portraits of Overtown residents by artist Yana Volf. 

The Live Local Act, a state law approved in 2023, allows developers to build bigger buildings as long as they include below-market rate apartments. The units have to remain designated for earners of up to 120 percent of the AMI for at least 30 years. 

Miami-based ABH Developer, founded in 2021 by Bogomolni, is a real estate investment, land entitlement and development firm, according to its website. It lists projects in Bay Harbor Islands, Hollywood, Wynwood and Wynwood Norte. 

The Wyn Park project appears to have been tweaked and enlarged under the Live Local Act. ABH’s website describes it as a 120-unit mixed-use project with multifamily, offices and retail. 

The firm has had a hefty Wynwood Norte focus, where its projects include the six-story, 44-unit Wyn Ave with 2,400 square feet of retail at 3332 Northwest Fifth Avenue; the five-story, 24-unit W35 with 2,500 square feet of retail at 319 Northwest 35th Street. Both are apartment buildings. 

Wynwood Norte is a district near Wynwood that city officials approved in 2021, spurring more development. Proponents have argued the zoning rules also will preserve the district’s character. Wynwood Norte spans about 140 acres between Northeast and Northwest 29th Street and 36th Street, and between North Miami Avenue and Northwest Seventh Avenue. 

Overtown, once a preeminent commerce and culture center for Miami’s Black community, is experiencing redevelopment, including with affordable housing. Housing Trust Group and NBA Hall of Famer Alonzo Mourning’s nonprofit AM Affordable Housing plan the $58 million Courtside Apartments II with 120 affordable apartments in a pair of seven-story buildings at 1698 Northwest Third Avenue and 1501 Northwest Fourth Avenue. 

Others are bringing luxury development to Overtown. Last summer, PMG, Michael Simkins’ Lion Development Group and Alex Karakhanian’s Lndmrk Development launched sales of the 22-story. 372-unit short-term rental-friendly One West Twelve Residences condo project at 105 Northwest 11th Terrace.
