Movers & Shakers: FirstService Residential names COO 


FirstService Residential, one of the nation’s largest property managers, named Bob Cardoza as its first chief operating officer, according to a press release. Cardoza was previously president of western regions for the Dania Beach-based company, where he has worked since 2013. In his new role, Cardoza will focus on growth, service offerings, streamlining operations and resident care, the release shows. 

The announcement follows the news in January that the Department of Housing and Urban Development (HUD) charged FirstService, along with an employee and a Dallas HOA, with violating the Fair Housing Act by refusing to rent to people with Section 8 housing vouchers. FirstService denied the allegations and placed blame on the HOA, saying it is “committed to operating with fairness, integrity, and compliance with the law.” 

Last month, now with Trump-appointed leadership, HUD moved to rescind the charges in the FirstService case and other Texas housing discrimination cases, Propublica reported. 

KW Property Management & Consulting (KWPMC) promoted three executives as part of its latest expansion efforts, a press release shows. The Miami-based firm named Oscar Borras as executive vice president of operations, Sheila Diaz as regional vice president of Miami-Dade County, and Ashley Ortiz as regional vice president of Southwest Florida. KWPMC manages 140 property associations in Miami-Dade County, and nearly 50 in Southwest Florida. 

KWMPC co-founder Paul Kaplan sold the firm to Sweden’s Odevo in 2022, and assumed the role of Odevo U.S. CEO. Since then, the management firm has brought in a CEO, CFO, COO and heads of food and beverage and IT services. 

Tampa-based Franklin Street promoted Greg Matus to executive vice president, according to a press release. Matus is based in the firm’s Fort Lauderdale office, and spent the past decade as a managing director. His responsibilities include investment sales, capital advisory and growth strategy, the release shows. 

One Sotheby’s International Realty acquired a 25-agent brokerage in Stuart, doubling its agent count in the area, according to a press release. Premier Realty Group (now called the Premier Group at One Sotheby’s International Realty), was founded in 1958 by current brokerage head Jessica Bohner’s grandparents, the firm’s website shows. Premier has closed more than $900 million in deals in the past five years, according to the release.  

One Sotheby’s, led by mother-son duo Mayi and Daniel de la Vega, has steadily expanded its Miami-based business northward in recent years. The Vero Beach-based O’Dare Boga Dobson Group joined One Sotheby’s in 2022, and is now one of the firm’s top performing teams, with $229 million in sales in 2024.  

The Agency brought in Green Realty Properties to expand in Broward County, according to a press release. The five-agent team, led by Chris Green, closed $55 million in sales last year, Green confirmed. It is rebranding as the Agency Fort Lauderdale West, and will be led by Green and Patty Da Silva in its Cooper City office, the release shows.

Ian Bruce Eichner’s Continuum Company is launching an in-house brokerage division for its South Florida projects, according to a press release. Phil Gutman will be president of Continuum Realty, and will oversee sales of projects like La Baia North in Bay Harbor Islands, where he previously handled sales through his PGutman LLC.

Holland Public Relations, a real estate-focused firm helmed by Ashley Holland, hired Nury Enamorado as executive vice president and chief operating officer, according to a press release. Enamorada was previously a senior vice president of operations at Douglas Elliman, where she worked for more than nine years, LinkedIn shows.
