Developer proposes 293 row houses in Naranja’s Mandarin Park project, as push into south Miami-Dade continues



MAS AJP proposes 293 row houses at the Mandarin Park mixed-use complex in Naranja, as developers continue to target south Miami-Dade County with new project plans.

The Coral Gables-based firm wants to build a three-story row house complex with 132 homes and a separate two-story row house complex with 161 homes on a 27-acre site on the northeast corner of South Dixie Highway and Southwest 280th Street in unincorporated Miami-Dade, according to an application filed to the county this month. 

MAS AJP is led by managing partners Alberto Perez and Juan Carlos “J.C.” Mas. Mas is a brother of Jorge and José Mas, who are among the investors in Major League Soccer team Inter Miami and the team’s Miami Freedom Park stadium that’s under construction in Miami. 

Jorge and José Mas are not involved in the Naranja project, according to Jorge Navarro, the attorney who filed the application on behalf of MAS AJP. 

MAS AJP proposes to develop the project in two phases on three vacant adjacent lots, including at 27641 Southwest 145th Court. The other two lots don’t have addresses. 

The development would include a 2,100-square-foot meeting hall, a 5,500-square-foot community center and outdoor spaces, according to the application. 

The project is a small portion of Mandarin Lakes Traditional Neighborhood Development, a massive 200-plus-acre mixed-use development approved in 2017. The site includes 24.3 acres of lakes. 

MAS AJP has approval for a total of 508 residential units and 82,000 square feet of commercial space, the application says. The firm now is asking the county to sign off on the row houses as being in “substantial compliance” with the already approved Mandarin Lakes Traditional Neighborhood Development site plan. 

The firm bought the row house development site for $3.1 million in 2014, records show. 

MAS AJP has invested and developed more than 5 million square feet of residential and commercial space, its website says. Its projects include renovation of the four-story office building at 100 Miracle Mile in Coral Gables, which was developed in 1948. MAS AJP bought it for $8.3 million in 2014, according to records and the company’s website. 

MAS AJP also has developed medical offices under the MedSquare brand across South Florida. This includes the three-story, 116,000-square-foot MedSquare building at 9408 Southwest 87th Avenue in unincorporated Miami-Dade’s Kendall neighborhood. 

South Miami-Dade –– an area that includes the neighborhoods of Naranja, Goulds, Princeton, Leisure City, as well as the municipalities of Homestead and Florida City –– has been a magnet for developers. It has a large supply of buildable land that comes at a discount compared with Miami’s urban core. 

Also in Naranja, the Haccoun family’s Monceau Real Estate proposes a four-story, 120-unit building at 26710 Southwest 144th Avenue under the Live Local Act. This month, Vestcor paid $12.5 million for a 7.7-acre development site between South Dixie Highway and the South Miami-Dade Busway, north of Southwest 280th Street, where the firm proposed a 576-unit apartment complex.
